| | Date: | Fri 27 Jun 2008 12:57:57 BST | | Subject: | Foxhall Area Action Plan: Issues and Options Paper (and Sustainability Appraisal) Consultation | | | Blackpool Council is about to publish the Foxhall Area Action Plan Issues and Options Paper and associated Sustainability Appraisal for consultation. This document is one of the first of a number of emerging Local Development Framework (LDF) documents which will be subject to consultation over the next few months.
The Issues and options Paper sets out a range of options for a vision for the Foxhall area which will be used to steer regeneration over the coming years and asks for your views on which vision is most appropriate for Foxhall. The document also sets a number of Core Objectives for the future development and regeneration of the Foxhall resort neighbourhood.
Under a number of topic based chapters, the document then presents the more detailed issues that face Foxhall and asks the important questions that require answers to help address these issues.
The Sustainability Appraisal is a process for assessing the social, economic and environmental impacts of the Foxhall Area Action Plan and aims to ensure that the plan contributes to sustainable development.
The consultation period will last for 8 weeks, beginning on 1st July and closing at 5pm on 1st September 2008 and during this period we would invite any interested persons to view and make comments on these important documents.
Local residents in the Foxhall area will receieve further information about the consultation throught the post in the near future.
You can view and also make comments on the documents online using our new consultation portal. In order to use the Portal you must first register your details by visiting the site using the link below and clicking on 'register', you will then be sent a username and password which you can use to access the site and make comments on the document. Once registered, you will be informed by email of future consultations on new planning documents produced by the Council’s Development Plans and Projects Team. You can access the Portal using the following link:

You can also view and download the documents online on the Council’s website at

In addition, the documents will also be available to view at all local libraries throughout the consultation period.

7th – 9th July (10am until 4pm): Exhibition Trailer located on the Promenade, next to Central Pier
22nd July (1pm until 4pm) The Abberford Hotel, 12-14 Yorkshire Street, FY1 5BG
16th July (1 pm until 4pm) The Shores Hotel, 29-31 Tyldesley Road, FY1 5DH
In addition, any comments you wish to submit by email should be sent to: Development.plans@blackpool.gov.uk. If you wish to put forward comments in writing you can download and print the document using the link provided above and write your answers in the spaces provided throughout the document and return the completed paper to the address below.

The purpose of the meeting is to present the draft broad options for change before moving on to a workshop session where attendees will have the chance to make suggestions on whether or not they feel these options are suitable and if not provide suggestions on other possible ways forward.
The results of the workshops will be used to make any necessary ammendments to the Issues and Options Paper before we formally consult on the paper in the New Year. All residents and businesses in the area covered by the Action Plan will be made aware of consultation on the Issues and options Paper in the New Year and invivted to make comments.
Please feel free to come along to the meeting and provide your ideas. However, if you cannot attend you will be contacted in the New Year and given the opportunity to comment on the Issues and Options Paper

The Council will be consulting on a Planning document starting next week for a 5 week period. This document may be of interest to hotelliers, businesses and residents in the Foxhall area.
The document contains two sections, the first deals with the Sustainability Appraisal Scoping Report for the Council's emerging Local Development Framework (which will replace the old system of Local Plans) and provides information about the Borough and the indicators that will be used to undertake a full Sustainability Appraisal of all new Local Development Documents to be produced in the future by the Council, such as the Core Strategy.
The second part of this document is a Scoping Report which looks specifically at the Foxhall Area Action Plan and provides an introduction to the area and a section discussing the background and purpose of the Action Plan before moving on to provide baseline information about the area, any issues which have arisen after analysis of a range of plans and programmes currently in place before finally setting out the Sustainability Appraisal framework which will be used to assess the objectives and options put forward in the Foxhall Area Action Plan Issues and Options Paper, which we will be consulting on in the New Year.
The document will be available for viewing on the Council's website from next week should anyone wish to view and make comments. However, I should make it clear that this is not the Issues and Options Paper which will set out the range of potential options for the future of Foxhall. This Scoping Report is a fairly technical document concerned with how the Council will undertake a Sustainability Appraisal of the options we will be consulting on in the New Year. As I stated previously, we will consult on the Issues and Options Paper seperately and everyone in the Foxhall area will be made aware of this in due course.

If I may be so bold as to ask.. I have heard that the Buildings are to receive a lick of paint by the Council, the Hotel we have moved into is in desperate need of external painting which I am prepared to do, but did not want to step on or spoil any ongoing scheme that your Association has worked hard to achieve. If you could let me know of any update it would be apprecited.
